I can confirm this bug in Ubuntu 13.10.
As workaround I found that you can turn off screen reader in System
Settings -> Universal Access -> Seeing -> Screen Reader (Alt+Super+S).

Currently to find which process create window I start "xprop
_NET_WM_PID" in command line and click on interesting window.
$ xprop _NET_WM_PID
_NET_WM_PID(CARDINAL) = 22409
It would be nice if user will be able to select process by selecting
it's window from System Monitor
I observed following behavior that may be related to this bug report in
fresh installation of Ubuntu 13.10.
gnome-terminal, pidgin, nautilus (and probably most of Gnome
applications) randomly freezes when I typing text in them: they became
unresponsive (not redrawing themselfs) and after few secon

Can't set keyboard layout change to alt+shif
I can confirm words of @divbpsc: I can press "right alt" when selecting
shortcut to switch layouts and it even will be appeared in configuration
dialog as "Alt R", but also it will show up HUD and will not work.

I heard about problems described in this bug report in Ubuntu 13.10, but
when I updated from Ubuntu 13.04 to 13.10 I did't noticed any issues
with setting custom layout switching shortcut (alt+shift or ctrl+shift)
in System Settings -> Text Enty, so I can confirm that it already fixed
in gnome-cont
Will this fix be ported to 12.10?
I manually installed package from 13.04 (1.4.0-0ubuntu3) to 12.10 and it
worked.
