Well, I happen to have an Ubuntu MATE 20.04 virtual machine for testing
purposes.
The deja-dup package was installed, probably by default, but there is no
sign of any deja-dup-monitor process.
So you are probably right.
I would close this bug report, but I cannot find a way to do that.

Please ignore my comment above. The cause was not having installed the
"gvfs-fuse" package and not being a member of the "fuse" group.

I am having this issue with Kubuntu 14.04 and the latest supported Linux kernel
as of april 2016:
$ uname -rvi
