Pulseaudio is already doing this for applications which registers to
pulseaudio with "phone" media role, what VOIP applications should do.

This is expected behavior. Your headset in A2D
xdpyinfo on XRandR 1.2+ screen really reports wrong DPI information.
Last version of patch for xdpyinfo which fixes this problem is there:

Good news! My (reworked) patches from comment #31 were finally accepted
into pulseaudio git. Autoswitch support for media.role=phone
applications will be in pulseaudio 10.0. And autoswitch support based on
heuristic will be in version after 10.0 (but disabled by default).

Not only Flash, but also Java stopped working...
And it *is* a bug. It worked without problem before releasing that
security update... Why on the earth you push update to stable LTS relase
where is expected that everything will work after update which break
more Flash and Java applications? For ex

of libdrm and radeon driver needs new version of mesa for glamor
support... And when I updated only intel xorg driver it did not

Now I tested NetworkManager (from precise-proposed) with dhcpv6 support
against dnsmasq on localhost. It work correctly. Months ago I tested
also version from comment #3 on real dhcpv6 netowork and it worked fine
too.
So I think this problem is fixed in precise-proposed.
