This behaviour is quite annoying. It is also true for, e.g., Excel Files. I noticed, that it occurs whenever the file is to be downloaded via a script. here is an excample URL (taken from my local otrs installation) http://127.0.0.1/otrs/index.pl/MITGLIED.XLS?Action=AgentTicketAttachment;Article
