I just upgraded to Ubuntu 24.04.1 from Ubuntu 22.04, and I have the same issue.
If I start gnome-control-center on the terminal, I get:
$ LC_ALL=C gnome-control-center

Please fix your installation.

That went out too fast… The second package that may include the first
was: gnome-shell-ubuntu-extensions

When I plug my Motorola XT910 (Razr Max) as USB, with connection sharing
on USB enabled on the phone, network-manager sees it, but reports it as
disconnected. If I activate the usb0 interface manually (ifconfig /
