I have set UMASK 077 in /etc/login.defs and there is no override in
~/.profile, ~/.bashrc or the corresponding system-wide files.
The umask command still prints 0022 in gnome terminal, but prints 0007

Does the scenario described by Ronan really work for you? If a new
message is received in an already open XMPP chat does the message icon
turn blue?
I ask this because I have the same behavior as Ronan!
