tl;dr; Flatpak currently considers remotes as trusted, so after you have
added one with a password at system level, you don't need a password to
install apps for that remote.

FWIW from a flatpak point of view this passes the relevant parts of the
test plan on bionic and some exploratory testing :-) I'll continue

VMs, we have found the reason this happens on wayland only !

Cosmic daily iso that after installing gnome-software-plugin-flatpak
that the menu now becomes available.
