The bug or rather feature is located in the postscript conversion script
'/usr/local/Brother/Printer/HL2270DW/lpd/filterHL2270DW' on line 23.
When the variable PCL is set to '1', device dependent instructions are
enabled within the script, sent before the actual postscript data, and
thus the print
FIXED:
Seems the wrong surround sound settings were selected in pulse audio
control.
I switched from 5.1 surround to 7.1 surround and no more stuttering
(even using no daemon.conf and default pulseaudio settings.)!

I'm totally at a loss here.. I absolutely cannot get my sound to stop
stuttering and going staticky even if my life depended on it!
There's absolutely no difference if I use the attached daemon.conf or if
I deleted it and used the system defaults!

I simply got a system error message stating that gimp failed to upgrade
to version 2.7.3 This is odd because I don't even remember trying to
upgrade it and didn't notice it in the latest Ubuntu Update.
