According to rfkill, my Bluetooth (and Wi-Fi) devices are "blocked by
hardware". Nonetheless, bluetooth is functional, when connected to a
device.
When there's no active connection, bluetooth appears as disabled in the panel.
When I turn on a device that's already peered, it

There is, set the style to Dark using the quick menu toggle and don’t
use the Appearance tab in Settings. As long as you don’t go in that
Settings section, the theme will stay dark. I’ve been doing this since I
first noticed the issue and the windows have remained dark.
