Disabling "Wobbly Windows" solves the problem for me too. However I have
not noticed the problem with any other fullscreen apps (I've tested
Firefox, Evince, MPlayer and VLC).

Enabling "CompizConfig->Workarounds->Legacy Fullscreen Support" also
fixes the problem, and without needing to change any other settings.

When making totem fullscreen Gnome Panel at the top of the screen is not
hidden (but the bottom panel is hidden). It happens every time I make
totem fullscreen, although I was able to temporarily fix it once by

I forgot to mention, the panel does disappear if the video is left
clicked after going to fullscreen.

Making a video fullscreen causes the bug with my compiz profile (see below).

I found that setting Appearance Preferences -> Visual Effects to None,
