A while ago I ran powertop, and it advised me to disable polling on the
cdrom drive. And I did so.
For some reason, I was thinking that maybe that was the problem now, and

Sod it, I don't know what's causing this but it's resolved in a later
version of Rhythmbox. Version 0.9.3 on the Dapper Beta LiveCD doesn't
have this problem. This bug should be closed.

No, not multi-GPU. It's an AMD system with no integrated graphics and
only one Nvidia card. One monitor plugged in, one TV plugged in to that
card via HDMI. But the TV is usually turned off, and disabled in
Settings | Displays. Running Xorg, not Wayland.

Upstream Gnome 46 made a lot of changes recently to improve performance
and input lag in Gnome-Terminal. Those changes are separate from this
bug. I don't know whether those changes were backported to Ubuntu 22.04,
which ships Gnome 42. That's a question for Daniel or someone else at
Canonical.

If I install gnome-software and try again, I get a prompt:

OK, I was also missing gstreamer1.0-packagekit.
Summary is:
For reproducing that exact error, have neither gstreamer1.0-libav nor
gstreamer-1.0-plugins-bad nor gstreamer-1.0-packagekit.
To fix the error, one needs both gstreamer1.0-packagekit and gnome-
software, then hitting "Find in Software"
This is unlikely to be a problem in Gnome Keyring, as SDDM has no
problem unlocking in on log-in. I'm therefore adding here GDM3.

I cannot even send the crash report though, 'apport-bug
