My machine is using Intel 950 graphics so I can't imagine what it has to
do with fglrx

I have the same problem (bug #53598) with Intel 950 graphics on a Core
Duo laptop (ThinkPad X60s). It is not a GL problem since it affects
Desktop animations.
It seems to be a problem with the 2.6.15-26 kernel but it is much MUCH
worse with 2.6.15-26

actually, 2.6.15-23 seems to work fine it just seems like a problem with
-26. Also, this is not a GL problem since regular dekstop 2D animations
are badly affected...

Also, I briefly used the 2.6.17 kernel from edgy, which also didn't have
the problem I've described (although it had other problems...) so it
really seems like a bug in 2.6.15-26
