Yes, it is reproducible. Just start "inotifywait -r -m /home/ | grep screen"
and wait for 10 minutes or so. I get something like:

/home/xxx/.gconf/apps/gnome-screensaver/ OPEN %gconf.xml.new
/home/xxx/.gconf/apps/gnome-screensaver/ MOD
Myself I created a symlink from ~/.gconfd to a /tmp/gconfd-user and
added mkdir /tmp/gconfd-user to the ~/.profile Replace "user" with
appropriate user name.

Sorry for being ambigous, by "screen saver idle" I meant screen saver
not active. The re-writes occur quite regularly around every half an
hour. The screen saver settings were not changed since the system was
started so this is not the case. I'll try to reproduce in Lucid when I
install it.

I have the same problem in Lucid (all updates applied): Quadrapassel
gives 100% CPU usage while playing with very slow reaction on user
actions (game unplayable). The problem appears with any theme.

Programs that write their logs are not a problem, you just have to mount
/var/log on tmpfs, and on a bare Ubuntu desktop I've found only two
programs writing to the home directory when idle.
