So, it was snap-manager@fthx..
I remember installing it sometimes before the ubuntu version upgrade, I
guess. And it was gone from the notifications panel, but probably still
eating memory in the background :)

2) go to Appearance properties "visual effects" tab, change radio button from
'none' to 'normal' or 'high' - the radio button will change, but effects
wouldn't apply.
