Confirmed for Hebrew/English combination.
Further, even if I remove the English (US) keyboard in the system
settings, the actual keyboard layout remains that of English. This point
may be a clue to localizing

I followed your suggestion. From a terminal window session (Gnome was
not able start), I did:
sudo apt-get remove rarian-compat #just in case
sudo apt-get install scrollkeeper
update-manager -d
sudo apt-get install ubuntu-desktop
sudo apt-get install rarian-compat
