You should notice that on screenshot #5, I still have the option to change
preferences although the panel is lock.
And again, after a reboot, if I want to change settings, I can't, even if I
have unlock the panel as shown on screenshot #2.

As I'm french, I'm going to explain this in both languages:
French: Il y a une incohérence dans la possibilité de modifier ou non les
options du sélecteur d'espace de travail. En effet, (screenshot 1) en temps
normal, si les tableaux de bord sont verrouillés, je ne peux pas changer les
options.
I've noticed the same problem vith the desktop monitor applet. Even if this bug
is not important, it'll be good to fix it as it seems to be a little problem.
Should I noticed it to the Gnome development team ?

First I have to notice that I use Compiz Fusion (official version, installed
with synaptic).
