I have the same issue on Dell Inspirion 1525 + Intrepid.
In addition I have similar problem with volume up/down hot keys - sometimes it
jumps over 2-3 or even 4 steps. Is this related somehow?
Everything worked fine on Hardy.

[Hardy] laptop function key + brightness keys combo activates twice
I have "Brightness Applet" on the top panel and when I click the applet
icon (do nothing with the brightness slider) and then press Fn + Up/Down
combo - usual brightness change indicator do not aper, BUT everything
works fine in this case, i.e. brightness changes step-by-step without
jumps!

I've got it working on Intrepid (so everything returned back as it was in
Hardy) after upgrading kernel to 2.6.28-2 from Jaunty repo.
