Same problem here with norwegian layout. Fresh install of Ubuntu 12.04
64-bit. If I choose english it uses norwegian, and if I choose norwegian
it uses english. Layout is set to "no" in /etc/default/keyboard.
I have the same problem now (8.10). Haven't noticed this before, but I
rarely use the Trash in Nautilus.
I have tried to delete /home/myuser/.local/share/Trash and also roots
trash (to make them regenerate to make sure there isn't a permission
problem), but it doesn't help.
The empty trash button
Also, the same problem is there when I run nautilus as root and try to
empty roots trash.

Running Alt + F2 and then "r" to restart GNOME Shell helps speed up
everything again, because AFAIK it restarts gnome-settings-daemon, but
after that it still uses relatively much more RAM than after a reboot.

FIX:
Finally found a solution that does not require me to disable screen
blanking and turning my monitors off physically:
1. Run dconf-editor
2. org > gnome > settings-daemon > plugins > power
3. "Set to Default" on ALL keys (this sets GNOME to never blank the screen
