Binary package hint: hal-device-manager
hal-device-manager depends on hwdb-client, which seems to have been
replaced by hwdb-client-gnome and hwdb-client-common.
As a consequence hal-device-manager can't be installed without the
former hwdb-client package.

I'm experiencing a quite simillar issue:
The gnome-cups-icon process seem to cause heavy cpu load at random times (I
didn't manage to reproduce it on purpose)
It only comes back to normal once killed / automatically restarted.
