I'm experiencing high CPU usage by upowerd in Linux Mint 18.3 KDE (based on
Ubuntu 16.04) with 4.15 kernel. I'm not using gnome-power-statistics, but I see
the error message about missing /proc/timer_stats in my syslog.

- HexChat also triggers the same issue as Anydesk, both wayland and x11.
- I upgraded to Mantic Minotaur and the issue persists
- I disabled legacy tray icons support from the extension Ubuntu Appindicators,

How to reproduce:
- start evolution
- click on 'Contacts'
- go to the top of the screen to expose the menu bar
Every time I try this for the first time after opening evolution, items
in the menu bar are in the wrong order, see screenshot.
