I can not confirm this for launchers, but for preferences menus:
1) Tell gnome-panel to auto-hide
2) Right click on the clock applet
3) Choose Preferences
4) Move the mouse away from the panel
-> The panel does not auto-hide, you have to hover and un-hover it again.
