4) Connect external monitor to the affected system

The merge request doesn't fix the issue on my 200% scaled monitor.
It's a desktop so it doesn't have lid.

I built a kernel against bionic/master-next branch, along with all
-proposed packages, the state state is now "not charging" [1] just like
