The sound is routed through the external soundcard when plugged in, but
gnome-control-center sound-nua shows the internal speakers to be active.
This means controlling the sound will control the internal speakers and
thus have no effect on external sound card.

pactl upload-sample actual-bell.ogg bell.ogg
xset b 100
must be run both on startup and wake. This is a papercut that cuts
deeply for users that depend on the bell (like me).

then saved.
