Whether or not this is implemented in a particular theme is really up to
the designer. This should be marked "wishlist".

As a theme designer myself and speaking to other prominent designers,
it's an option. If you look through GNOME-Look (best source of examples)
the button is not implemented on the vast majority or themes. This is
partially because the functionality can be duplicated if you set the
title-bar to shad
This has also been brought to my attention by many Ubuntu Studio users
who do graphic work.
If it's still in GNOME trunk, what happened to that packaged version?
Is there something else out there or planned to bring back this
important functionality?

That's a separate issue where Canonical have decided to turn off:

I say there is no hope of seeing this resolved in Intrepid and should be
marked "Fix Released" for a specific target. I recommend using
Fontmatrix as a manager (it is really the best manager out there) but
thumbnails and the simple viewer are gone for intrepid.

I do understand but as this was a recent change to GIMP, and not the

time to get fixes from upstream, at this point I would feel better
