Although at the beginning they talk about other bug. In #860485 they
manage this problem. There is a workaround here:

Screen works fine, but when I press the maximize button in any
application window, it only resizes to the upper half of screen. This
behavior happens with all programs and all time.
Moreover, if I cannot move an icon in the desktop from the uppe
I have upgraded and reboot and it seems to have fixed.
I close the bug and I will reopen it again if new information is
available.
