This looks like more of a support question than a specific, actionable
bug.
If the emoji font does not work correctly in an app, it is more likely
to be a bug in that app rather than a bug in the emoji font.
I would be hesitant to make changes to the fontconfig configuration.

I've added ubuntu-debuginfod as an affected project and marked the bug
as Invalid for gtk-3.
BTW, this is a known issue that's being worked on. Hopefully it should
