I tried with gnome-42.4 with steps below and gnome-shell works fine

Laptop with iGPU (intel) and dGPU (amd)
[steps]
1. Plug a monitor on iGPU (intel internal graphic) and plug the other monitor
on dGPU (amd gpu)
2. Boot into system
3. Open gnome-settings-daemon and selec
Could you describe what you are doing exactly? The discoverability
should be turned on only when the bluetooth settings are open, which is
similar to how other platform at doing it...

the reason:
The setting 'Show panel in overview' of the gnome shell extension 'Hide
Top Bar'.

or even available for choosing in the GDM (The wheel at the bottom right
