The problem doesn't appear to be universal. I've just installed jammy
2022-02-28 on a laptop, plugged in a monitor and keyboard and closed the
lid. But for me everything works correctly - the laptop screen is no
longer part of the desktop.

You have been subscribed to a public bug:
When I want to turn off a computer, I got a checkbox "Install deferred

As far as I can say, the dialog itself works as intended. The bug is,
that the Ubuntu box is rebooting instead of turninging off.

Well, it may or may not be a bug in gnome-shell which implements the
dialog; but it is definitely not a bug in update-notifier which is not
involved in the communication between gnome-shell and systemd. It is
likely a bug in gnome-shell signalling the wrong thing to systemd in
this situation.

Confirming that this is an issue even with the Dell customized ubuntu
20.04 version for the Dell XPS 13 laptop.
I find about 30% cpu useage for gnome-shell when multiload-indicator is
running.
I also find that high framerate, high res youtube videos stutter when
multiload-indicator is running but
I am typically using Gnome3 with ubuntu 20.04 (standard ubuntu).
