So, it was snap-manager@fthx..
I remember installing it sometimes before the ubuntu version upgrade, I
guess. And it was gone from the notifications panel, but probably still
eating memory in the background :)

This cause Steam, Dolphin and Lutris/Wine games not to cover all the
screen/looks cropped. It also causes screens to go black. Moreover,
multi-monitor settings also randomly change.
