The printing problem with evince only appears with Cinnamon in my case.
Works perfectly with Enlightment, Gnome, Unity ...

Further to comment #3, closing bug report.
Ubuntu 16.04 (xenial) reached end-of-life on April 29, 2021 so
marking as 'Invalid' but should be 'Won't Fix'
There have been no further reports for over four years.
If anyone is still using Unity on a currently supported release
of Ubuntu and still sees

On booting, when opening ubuntu software center,sometimes you see the
editors picks sometimes you dont but 100% of the time, the installed
software list page never opens.
