I can confirm that release "3.38.4-1ubuntu3~21.04.1" of "gnome-shell" and
"gnome-shell-common" packages has solved the issue for me, tested on kernel
5.11.0-19-generic on my Lenovo Yoga 7 laptop.
The fix solved the issue in "Ubuntu on X.org" but also, and more importantly,
on standard Wayl

I have the same bug here. You can activate or turn it off but the
bluetooth is always "off", for me happens sometimes when I reboot.
