You guys have been super quick to reply,,, There's been an issue with
Logitech's Solaar 'Unifying' wireless adapter... the update certainly
did not want to come down easily on 21.04... Now at 1.05... still have
my other issue open which is a little more relevant that literally
cannot super/(or)/alt
I think there is still an issue with the scrolling in fact. Trackpad on
laptop does not obey any changes on either mouse our touchpad settings
from Ubuntu... Seems only the logitech (K400+ for reference) using
Solaar v1.05 behaves as expected now since update...

The tearing still happens in hirsute, but only when you can convince the
system to render at 60Hz. Most of the time it's stuttering (30Hz) and
not tearing.

Seems to depend on clock frequency, just like I see with Intel graphics.
If you spin the CPU at 100% like:
while true; do true; done
then the clock frequencies increase and desktop frame rates become very
smooth. But that's also when the tearing starts.

This is fixed in rhythmbox git ( move from gvfs to libsoup ). But the
changes are too huge to be patched in Ubuntu. So, you'll have to wait

Tried a fresh install of Ubuntu 20.04.2 and problem is the same even I haven't
activated fractional scaling.
The touchscreen is working good on live iso.
It's also working good on GDM before a session is opened.

I should also note that if your system is logging anything to disk then
the kernel will stall that process (gnome-shell) within 5 seconds or so
to flush the journal. That's a reliability feature of ext3/ext4
filesystems but it does also hurt interactive apps if they write
anything to disk periodica
