This happen on a specific install, not reproductible on a new install.
-> Lock the screen from user 'oem'
-> click 'login as a different user'
-> Screen flickers but login screen never appear

The very best way to fix this permanently in the future would be to ask
Python upstream to add a metainfo file for IDLE as described in

This problem occurd Intel environment, Intel E8400 CPU and GeForce 8600GT.
It is so old PC, but ubuntu-18.04.2 work fine.

This also affects me since at least 18.04, and it feels like it's gotten
worse with 19.10. I'm not super proficient with linux, but happy to
provide any information if it can help.

This bug happened to me for months, I think even in previous Ubuntu
releases. But recently it stopped happening, I'm not sure what caused it
and what fixed it... but for the last few days the bug is not present
any more, so I'll mark it as fixed.

I apologise if this is not the right place but I only did what it told me
on the Gimp crash thing that popped up after the crash.
If the buttons on the Gimp crash report tool lead to the wrong place I
won't use them again but Gimp devs need to fix it.
