don't know how to reproduce this situation without intentionally
breaking the system...

Same problem, after doing those steps.
There is *no* old version of dbgsym installed. When I try to install it:
$ dpkg --list | grep gnome-shell
ii gnome-shell
3.28.3-0ubuntu0.18.04.4 amd64graphical shell
for the GNOME desktop
