SOLUTION
For myself I created temporary hack allowing to switch Keyboard layouts
(en<->ru) by Ctrl+Shift on key release. My method does not interfere
with other shortcuts. I use it myself on daily basis.

On my laptop I use :
* a SSD for boot and all tasks
* a HDD for storing big files
The HDD is spun down at startup and the corresponding filesystem is
unmounted. I succeed in disabling all services making the HDD
periodically wake up.
The only problem is that this HDD
