I agree with Wolf. To me login and unlock are the same (login is first
unlock and unlock is any subsequent unlock), and I expect the setting to
not ask for a password to apply in both cases.

Some interesting relatively recent discussion at LP: #1430620
Although Ubuntu patched vte years ago, vte2.91 was never patched.

Thanks.
Unfortunately I can only see problems caused by your changes so it's
hard or even impossible to see the original problem.
Please undo these changes (or just reinstall Ubuntu and don't redo
them):
* lightdm is installed. Please uninstall it.
* The kernel is starting without modesetting
Actually there's a simpler solution. Please try this:
Download the latest "daily" version of 18.04 and install that from scratch
(wiping the previous install):

Public bug reported:
In Ubuntu 19.04, the wrong background (a gradient) flashes up briefly
during the login animation.
This has been separated from the 18.10 problem in bug 1789356 to avoid
confusion. They have slightly different themes and require different
fixes.

This is getting confusing because the Yaru theme is changing faster than
we can release fixes to correct the related transitions.
To address this confusion, let this bug be about 18.10 only. I have
opened bug 1813119 to address the new problem in 19.04.
