Ctrl+Shift+E not working in Bionic

I have exactly the same problem: the important Ctrl-Alt-e shortcut is
diverted to bring up a very childish "Emoji Choice" window, while in
GIMP this Ctrl-Alt-e is frequently needed, since if we want to slightly
alter a just scanned *.PNG file and save it back, than this is the
OFFICIAL SHORTCUT of

The issue went away misteriously, and now it has come back again.
Apparently it reoccurs every few years with software updates.
I am reopening the bug report, as it was wrongly closed (see comments 6,
7).

Minor TYPO correction: accidentally I wrote "Ctrl-Alt-e shortcut", but
naturally "Ctrl-Shift-e shortcut" is in question, at least in my "bionic
/ gimp" case (fresh install, no unreliable history).

I just found a temporary work around:
1: start "ibus-setup" as a normal user in a terminal
2: chose "Emoji" tab
3: click the button "..." at "Keyboard Shortcuts Emoji Choice"
4: push "delete" among the "add/apply/delete" buttons
This is a very windows-ish solution, i.e. it can not be a part of
Who knows, which of the bionic packages provides this Emoji Choice,
since that package is the presumable cause of this CONCEPTUAL BUG.
If you searh for "gnome disable emoji choice" in google, then you will
see, that many other packages is affected in the same way: TRADITIONAL

Upgraded from Ubuntu 16.04 to 18.04 and media keys, Ctrl-`, Ctrl-Alt-T, and
many more are not working.
Now I can't assign Ctrl-` any more, very annoying, now I use shift-` but this
is a bad fix (it blocks ~).

A workaround is to delay compiz launch for a few seconds.
Open up /usr/lib/systemd/user/unity7.service and add
ExecStartPre=/bin/sleep 2

I can confirm that this problem exists in 18.04 and that disabling the
linked Google account in Account Settings worked for me.
The chmod-based solution posted by titan-phpdevshell (#13) also worked,
but I expect that to stop working as soon as I upgrade.
