Bizarrely I /think/ that might be correct behaviour.
By default workspaces do not span all displays. So as you scroll between
workspaces you probably will and should see windows from one display fly
over the other. Because workspaces don't span all displays by default.

I did check the shell behavior without the extensions, and it is very similar.
The only difference is that natively the workspaces are stacked, so there is no
more the issue with the size of the panel, but the one with the border is still
