Unity7 (Compiz) has workarounds to avoid that limitation. And Xfce
avoids it by not using hardware accelerated compositing at all (last I
checked). It's not surprising if only Gnome Shell hits a problem like
this...

It happens usually after certain programs are run (like notepadqq,

It looks as if I solved it by reconfiguring input settings from within
gnome ("Eingabemethoden" / im-config). But I really don't know what
happened nor why initial login, gnome, gnome-terminal and login after
suspend use different keyboard settings / configurations.

No, it's no regression in this case:
Screen's behaviour hasn't changed at all. But it's long-standing
behaviour relies a lot on which termcap definitions are availab
