I also have a similar issue, however it seems to be only triggered when
using Telerik Fiddler (a Mono app, which is in beta for Linux). I assume
there is a bug in Fiddler, but it shouldn't make the mouse unresponsive
for the whole system.

Robert got a basic gnome-shell working without gdm's gir. The Desktop
Team will see what happens with the work on having lightdm fully support

I noticed this behaviour just this morning with 16.04 and gnome-shell
3.24.1-0ubuntu, I came back after the screen had timed out to lockscreen
and the desktop interaction was very sluggish to login (several seconds
to respond) and then all desktop apps were locked for perhaps 30 sec to
a minute

lightdm does support GNOME on Wayland. It doesn't currently work on a
default Ubuntu (Unity) 17.04 install because of LP: #1632772 but that
was "fixed" in 17.10 by removing unity8 from the archives. (You're
welcome to remove unity8 from your computer as a workaround.)

Switching back to lightdm with
sudo dpkg-reconfigure gdm
Selecting lightdm
And restart the system
