Hello Ryan and Alberts,
I double-checked and I do have the mentioned versions of the relevant packages
installed:
- gnome-session-bin 3.9.90-0ubuntu12.1
- libgnome-desktop-3-7 3.8.4-0ubuntu3.1
I logged into NX using gnome-terminal. From there I run:
/usr/bin/gnome-session --session=gnome-flashba

The browser does not start the location service at all. The Here apps
timeout period is just too short, Google Maps default timeout value
while waiting for a location update is significantly larger. With that,
you are seeing a timing artifact here.

Just to reproduce the problem you are welcome to get it from

Sorry, it can be slow - I am using a very old computer for ftp...
You need to install all three (appropriate of course) packages
on the server and just nxclient on the client.

The respective functionality is available on the bus. The respective

com.ubuntu.location.Service.IsOnline : bool
com.ubuntu.location.Service.DoesSatelliteBasedPositioning : bool
Both properties are available via the platform-api, too.

This is because the sysstat package does not actually have a systemd
unit. It just has a sysvinit init.d script, so you can't enable/disable
this via systemd. You need to enable/disable it via update-rc.d (or
manual symlinks in /etc/rc?.d/).

I can reproduce this in a minimal VM by purging policykit-1, restarting
systemd, and installing a service:
sudo dpkg -P policykit-1 apport
sudo systemctl daemon-reexec
sudo apt-get install policykit-1 apport
This reminds me a lot of bug 1423811, but this might actually lead to a
simpler test case
