loading icon is displayed in the lower right directory view window
corner. In situation where the system is under heavy load it can take up
to one minute until this loading icon is displayed leaving the user

I did, but it didn't work. So what I did instead was version upgrade from
14.10 to 15.04 and the locale and regional format remained unchanged. I may
try to fresh install the Ubuntu GNOME 15.04 on another machine and see if
the bug is still there.

Yes, I did. I even removed Korean language pack and reinstalled it to see
if the reinstallation makes the choice of regions available, but it still
shows limited choice of British Commonwealth countries and the US. As you
probably know, I don't need to install language pack separately, since when

gnome-session was aborting if acceleration check failed. This bug was
about fixing it so it is possible to bypass this check. Bypassing this
check allows gnome-session to start.
