After force-closing System Settings and relaunching it, there is a tiny
pause the first time I visit the Bluetooth screen, but none on
subsequent occasions, and none when I exit the screen. So the timers
aren't working. The checkbox animation is probably bug 1276066.

I can play with those but I am not sure what do they mean.

problems: .dmrc is read by display manager, but can also be generated by it,
and if it exists it can be read, but need not if AccountsService is available,
