I fiddled around a bit to install the prior 2.36.3-0ubuntu1 version. Now
my application is working again and so is svg-convert. This seems pretty
conclusive that librsvg2 version 2.36.3-0ubuntu1.1 has regressed.

I have reupgraded the libcairo2 packages to the latest Quantal versions
(libcairo-gobject2, libcairo-interpreter2 etc)
rsvg-convert still works for xlinked png. Final proof that the problem is with
librsvg2.
