Normally, I would expect to be launched into the (classic) gnome
desktop. I can temporarily work around the issue by using xfce4-session
instead.
Starting "gnome-session --session=gnome-classic" from terminal (under xfce4) I
get the following message:
$ gnome-session
The bug is also observable under IceWM, when manually executing
"setxkbmap us". So it's unrelated to Gnome, is probably a bug in
X.Org/Xkb.

Instead of killing gvfs-gphoto2-volume-monitor (which keeps coming
back), I removed its executable flag - that fixed the problem for good.
Now I can reliably download images via Shotwell.

Shouldn't this affect nautilus instead of unzip? The mishandling of the
zip file is covered in bug #580961, this seems to be an issue with
nautilus handling a badly encoded file. Does this issue still occur when
extracting the file straight into the trash?
