keyboard layout switching, they are usable in GNOME and Unity sessions,

* Super+Space and Shift+Super+Space does not work at all;
* Alt+Shift works in Unity and GNOME, but does not work in unity-greeter and
gnome-screensaver,
* Ctrl+Shift works in Unity and GNOME, but does not work in unity-greeter and
gnome-screensaver,
* Shift+Shift may be set
Don't know if this matters but the file type of the "offenders" is HTML
document (text/html). The "non offenders" have different and varied file
types.

Same here, on 13.10 64-bit. It worked great in 13.04, then I did a clean
install of Ubuntu 13.10, leaving only /home partition intact, and GIMP
has had these menu problems ever since.

I can confirm that on Ubuntu Saucy with gnome-control-
center-3.8.5-0ubuntu1~saucy the problem persists. A workaround was to
hard-link the files to the correct location (/usr/lib/x86_64-linux-
gnu/NetworkManager/) from the installation location from the plugin
packages (/usr/lib/NetworkManager/).
