Lost ability to assign Caps Lock or event Ctrl-Shift as a keyboard layout

"Switch to next source using:" field simply does not react on modifier keys
combination.
It reacts only if threre is symbol key in combination.

aim at porting openjpeg-2.0 to 14.04, and work should start *now* at a
ppa.
