This has been fixed with gnome-control-center 3.6.3 which was uploaded
to raring for Ubuntu 13.04. Basically we're not using category header
icons any more.

I think this is at least fixed in Ubuntu 12.10; I can't remember if this
has been backported to Ubuntu 12.04 or not.
System Settings is pretty usable with the High Contrast theme now.
