I tried purging my gnome-terminal settings (gconftool --recursive-unset
/apps/gnome-terminal) in the hopes that I would then be rid of any
problem settings from previous versions, but that didn't make any
difference. There are no dconf settings for gnome-terminal, afaik.

Andrea is right. The option exists already in oneiric's Gnome 3 display
settings panel. It's just not obvious to all users because the bar is
small. But you can drag it between monitors.
And certainly Andrea is right that at least up to Unity 4.16, this

I am on Ubuntu 11.04. If I start gedit on startup or from the panel, and then
invoke gedit with a file from the CLI, it opens a new instance.
However, if I start gedit from the CLI, and then open a file from the CLI, the
same instance is shared.

I can confirm that this doesn't happen when using Unity-2D with Metacity
(scroll is now fast at both chromium and gnome-console). Will try to run
perf against compiz and see if I can find why it's so slow for me with
Oneiric (it was fine with Natty).

always install meta packages for kubuntu, edubuntu, xubuntu, etc too,
