That's fine... but the bug you marked me a duplicate of has been open
since 2006 and Dapper. if Gnome refuses to fix it, then we should, it's
a moderate physical security risk, a super big annoyance
I got the same issue with 11.04 (final) -- I can select my keyboard
layout (using the keyboard settings in unity) and use it for the session
but it will not save the settings and always switch back to english
after a reboot even though I select to use german keyboard systemwide.

Yes, the gnome compatibility plugin is enabled in ccsm (I'm assuming
this is the default, I didn't change it).
When I change the settings in the control centre keyboard shortcuts
dialog (is that the capplet? Sorry, I'm not to knowledgable about gnome
